The LED Light is a Building which can only be found inside the Somnium Synthesizer story trait point of interest, which cannot be built. Despite its name, description and appearance, it is entirely non-functional and provides no Light at all; it is merely decorative.
The LED Lights found near the Somnium Synthesizer can be deconstructed for 25 kg of 
Steel each, for a total of 75 kg of easily-obtainable Steel. (The two Gravitas Doors at the Somnium Synthesizer are each made of Steel as well, bringing the total up to 275 kg of easy Steel.)
