Critter Lures can attract flying critters.
Pufts are baited with Slime. Shine Bugs are baited with Phosphorite.
Note that unlike the Critter Trap and the Fish Trap, the Critter Lure does not trap a critter. It's instead meant to gradually move (lure) flying critters to the intended target location (by building multiple lures).
