The sub-zero temperatures of the Tundra Biome provide rare frozen deposits of Ice and Snow, necessary for a colony's heat regulation needs.

Sometimes Liquid Carbon Dioxide may naturally appear due to low temperature.

Note, that melting Ice and Snow tiles directly will grant twice more water, than through mining and melting. The only reason not to vent any excess heat towards tundra biome is that it will likely disrupt wild Sleet Wheat.
